They signed a treaty and as part of that treaty every district had to offer two children every year in tribute to the Capitol. The children would be forced to fight to the death until only one remained. When I was 18, I was the the winner.
When you win, you get a big house and enough money to take of your family and never work again. But sometimes the President decides that you owe him more than what you've already given and if you don't do what he says then he'll kill everyone you love. He decided that I could contribute best to our country by keeping his wealthy friends company, and that meant other people go to decide what i looked like for the next decade of my life.
