People live on many different planets in our galaxy. Humans have spread out from Earth, and many of the planets we encountered were already inhabited.

Before Panem was formed, there were droughts and disasters and war and the ocean rose and swallowed most of the old nations. Some of the country is warm, some is cold, part of it is forest, my part is desert. They made the best of what was left.
I think they named us as we joined the country? They don't teach that part.
